Patent and Trademark Office Supervisory Clerk Hearings in Alexandria, Virginia

Summary This position is located in the U.S. Patent and Trademark Office (USPTO), Patent Trial and Appeal Board (PTAB). PTAB is comprised of statutory members and Administrative Patent Judges who conduct trials, including inter partes, post-grant, and covered business method patent reviews and derivation proceedings; hear appeals from adverse examiner decisions in patent applications and reexamination proceedings; and render decisions in interferences. Responsibilities The physical worksite for this position is located in Alexandria, Virginia.This position is telework eligible per agency and business unit discretion/policy. This position is located in the Office of Patent Trial and Appeal Board (PTAB). Your ability to plan and evaluate is essential for ensuring effective case management and continuous improvement. You demonstrate expertise in overseeing court reporting, transcript processing, and legal documentation processes. You ensure accuracy, compliance with legal standards, and accessibility for all parties involved in the hearings. You have experience managing a team of employees ranging from GS-06 to GS-12, assigning duties, adapting roles to changing needs, selecting staff for various positions, and evaluating performance. Identifying and arranging necessary training and development for staff members is vital for ongoing improvement in skills and job performance. Requirements Conditions of Employment Qualifications You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Miscellaneous Administration and Program Series, 0301 Applicants must have (1) year of specialized experience at the GS-12 grade level or equivalent. Specialized experience for this position includes: Experience overseeing the coordination of trial proceedings, including managing schedules, disseminating hearing notifications, and organizing hearing room logistics to enhance process efficiency. Experience developing and executing strategic plans and objectives for hearing operations, ensuring streamlined and effective management of oral hearings. Experience implementing improvements in the hearing process, including goal setting and procedural optimizations to ensure efficient and effective hearing outcomes. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Education may not be substituted at this grade levels.
