General Statement of Duties

This employee assumes responsibility for the planning and supervision of repair and maintenance of municipal buildings, installations, and facilities assigned to City Facility Management, under the administrative direction of the Facility Manager. Performs related duties as required.

Minimum Qualifications (KSAs)

Knowledge of:

Principles, procedures, functions, and concepts involved in management and supervision, safety practices, computer operations, and City accounting, budgeting, human resources, and purchasing practices and procedures.

Safety policies and procedures, e.g., Employee Safety Instruction Manual and applicable agency requirements.

Procedures, practices, and materials, and of building safety, fire, and other code requirements involved in maintaining building systems and equipment.

Skill to:

Operate appropriate computer equipment; use properly all related hardware and software.

Operate assigned vehicle in the course of duty.

Ability to:

Implement and maintain positive employee relations.

Promote and maintain highest integrity throughout all personnel.

Analyze and manage effective EEO/AA programs.

Examples of Work Performed:

Develops and maintains a computerized property maintenance program to include the Division's building inventory and inspection, preventive maintenance, regular maintenance, maintenance stores, and automated management systems programs. Such work shall also include the preparation of annual maintenance schedules for buildings which are a responsibility of the Division.

Directs the implementation of the Division's Energy Conservation Program including responding to and providing input into proposed design solutions presented by the Division's Architectural and Energy Conservation design group, preparing cost estimates for such improvements, ordering of materials and equipment, filing reports on the completion of work associated with energy conservation measures and observing and reporting any changes to installed energy conservation measures.

Confers with department officials on the more extensive repair and maintenance operations and remodeling projects.

Supervises craft leadman, craftsman, and laborers, assigning, coordinating, reviewing, and approving work performed.

Interprets detailed engineering and architectural plans and specifications relating to the work performed and makes appropriate recommendations regarding any needed modification or revision of such plans and specifications.

Prepares or supervises the preparation of cost estimates and equipment, material specifications, and quantity estimates for repair, maintenance, renovation, or remodeling projects.

May prepare or direct the preparation of drawings of sketches related to such work.

Investigates complaints and requests for service and identifies work to be performed.

Interviews job applicants and oversees their assignment and performance.

Confers with union representatives, the Human Resources staff, and similar parties on various personnel matters.

Reviews payrolls and develops the budgets (operating and capital) for the functions under his/her direction.

Reviews plans and specifications for new construction, remodeling, or renovation of projects in City buildings and facilities to evaluate practicality of design, construction, and materials proposed to be used.

Prepares the annual operating budget for the Section and assists in the preparation of capital improvement project requests submitted by the Division.

Develops methods and procedures to improve the effectiveness and efficiency of services provided by the Section.

Working knowledge of current safety policies, instructions for proper usage, and other procedures and professional practices required for completing job duties.

Drives to inspect work in progress throughout all City facilities new construction, repair, and remodeling.

Evaluates and makes recommendations on the use of new materials and equipment.

Develops and implements procedures for the procurement, stocking, and issuance of materials, tools, and equipment used in Section operations and assists in the development of annual requirements and the monitoring of usage.

Develops or supervises the development of building system operating and maintenance manuals, guidelines, and procedures.

Required Education and Experience

Each applicant must have successfully completed a minimum of 90 quarter hours in electrical engineering covering such courses as basic electrical theory, service distribution, circuitry and lighting system design; or mechanical engineering covering such courses as plumbing, heating, air conditioning theory and design, systems design and maintenance; or architectural courses such as building construction and design of building systems integration. In addition, the applicant must have three years of supervisory experience in general construction, electrical or mechanical engineering, architecture, the maintenance of buildings or mechanical equipment, or building inspection. Seven years full-time paid experience in general construction, mechanical or electrical engineering, architecture, maintenance of buildings or mechanical equipment, or buildings inspection including five years of supervisory experience may be substituted for the required education and experience listed above.

OTHER REQUIREMENTS

Must have a valid Driver's License.

Must be an excellent communicator and team builder.

MILITARY EDUCATION & EXPERIENCE EVALUATION

Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.

Working and Physical Conditions

Environmental Conditions:Indoor and outdoor environments; exposure to computer screens; exposure to hazards of construction site environments; exposure to noise, vibrations, vehicle exhaust fumes.

Physical Conditions:Duties require maintaining physical condition necessary for sitting, standing and walking for prolonged periods of time; lifting and carrying moderate and heavy loads; general manual dexterity required; must be able to operate assigned vehicle.

The City of Cincinnati 80/20 offers 3 medical plans to all full time City of Cincinnati employees and eligible dependents: the 80/20 PPO medical plan, the HDHP medical plan with an HSA contribution, and a Health Reimbursement Arrangement for those enrolled on another non-city eligible group plan.

Basic Life Insurance

A $50,000 Basic Life Insurance policy is paid for by the City for certain eligible employees. Full time employees not eligible for the City-paid basic life insurance policy are generally provided a similar benefit through their union group.

Supplemental Life, Long Term Disability, Accident & Critical Illness Insurance

Most full time City employees are eligible to participate in a supplemental life insurance program, a long term disability plan, and accident and critical illness insurance programs at their own expense. Premiums are determined by age, amount of coverage, and various additional factors.

Flexible Benefits Plans

Healthcare Flex Spending Account

City employees can participate in the Healthcare Flex Spending Account that can be used to pay out-of-pocket medical, prescription, dental, and vision care expenses for employees and family members.

Dependent Care Flex Spending Account

City employees can participate in a Dependent Care Flex Spending Account that can be used to pay work-related dependent care expenses. Participants can set aside money each year through pre-tax payroll deductions to pay for these expenses.

Transportation Expense Reimbursement Account

City employees can participate in a Transportation Expense Reimbursement Account (TERA) that can be used to reimburse expenses related to traveling to and from work. Participants can set-up a pre-tax payroll deduction up to an IRS regulated amount.

Healthy Lifestyles Program

City employees can voluntarily participate in a wellness incentive program that encourages and rewards employees and their spouses/equal partners for making positive choices for better health. The City of Cincinnati will contribute up to $300/year to a Health Reimbursement Account for each the employee and their spouse/equal partner for meeting specified program goals. These dollars can be used to offset qualified out-of-pocket medical expenses.

Integrated Health Reimbursement Arrangement (HRA)

This is a voluntary program that serves as an alternative healthcare option to traditional medical plans. If you have alternate group health coverage available to you through a spouse, equal partner, another job, or a non-city retirement plan, you may be eligible for this plan which reimburses you for the difference in premiums between the plans and your covered out of pocket expenses on the other plan.

Retirement Plan

The City provides a defined benefit pension plan for part-time and full-timeemployees. New hires and re-hired employees are required to participate in the City of Cincinnati's Retirement System (CRS), regardless of previous participation in an Ohio State pension system or any another state or federal pension system. CRS is funded by employer and employee contributions, and investment returns from plan assets. CRS provides retirement and health care benefits subject to eligibility requirements. The following groups are excluded from participation in CRS: Mayor and Members of City Council; Sworn Police & Fire; Police Recruits; and Rehired Ohio Police & Fire Retirees.

Deferred Compensation

As an Ohio government employer, the City offers employees the ability to participate in a 457(b) tax-deferred retirement savings plan. The City makes an annual match to your 457(b) of up to $750, or as otherwise specified in applicable regulations and union contracts.
