Definition
Under general supervision, is responsible for performing skilled procurement work to purchase goods and services within the Purchasing Office for specialized commodities on a citywide and individual agency basis through an electronic system; performs related duties as required.

Prepares and conducts procurement actions in relation to the City’s procurement policies according to applicable federal, state, and local laws, administrative policies and accepted professional practices, principles, and standards;
Assists agency staff to develop written specifications, contracts, legislation, surplus sales solicitations, and other procurement documentation;
Participates in the establishment and management of contracts for universal term contracts (UTC) goods;
Obtains verbal and written quotations from potential suppliers; interprets, evaluates, and negotiates contract provisions; creates purchase orders through a computerized system;
Conducts research, evaluates findings, and makes recommendations on procurement matters;
Develops and conducts procurement educational opportunities Citywide or on an individual agency basis;
Presents at Citywide cooperative purchasing group events and outreach programs to vendors; facilitates early supplier involvement and pre-bid meetings;
Maintains a current product library and contract information; prepares procurement reports as required;
Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and provide quality, seamless customer service;
Coordinates the personnel and resources to satisfy a Citywide or City agency need within a large commodity or service area;
Prepares reports and information, as required, for the management of the Purchasing Office.
Minimum Qualifications
Possession of a bachelor’s degree and one (1) year of experience in procurement, purchasing, finance, budgeting, supply chain management, or public administration. Substitution(s): Additional experience, as specified above, may be substituted for the required education on a year-for-year basis (thirty (30) semester/forty-five (45) quarter credit hours equal one (1) year). A master’s degree or a law degree may substitute for the required experience.

The names of the applicants passing this administration of this exam will be used to create aNEW, OPEN COMPETITIVE, eligible list, and willreplacethe names on the current list. If you are interested in having your name included on the new eligible list, you will need to apply for this exam within the filing period and successfully complete all phases of the testing process. Questions regarding this process can be directed to the Test Center at 614-645-7439.
The examination process will consist of a computerized exam weighted 70% covering Reading Comprehension, Logic, Reasoning and Problem Sensitivity, Mathematics, Purchasing Terms and Procedures, and Excel 2016/2019; and a written work sample weighted 30% covering Specification Review.
The exam is expected to be administered in late June – early July. Approved applicants will be notified by mail/email of their scheduled test date and time.
All applicants must complete all phases of the testing process in order to receive a final score. The names of all candidates who pass this examination will remain on the eligible list for two years, unless the eligible list is replaced prior to or extended beyond the two years. If a candidate's name is certified and the candidate is to be considered for employment, the hiring process will include one or more interviews, a criminal background check, and a pre-employment drug test.
