Responsibilities

The successful candidate will be an integral member of an inter-disciplinary team of analysts, scientists, engineers, and program managers and will help build and lead a program of research work in the area of nuclear and space threats and their characterization. Experience, knowledge, and a focus on related nuclear and space technologies, with an emphasis on space reactors or microreactors is especially desirable. Additional responsibilities include:

  • Understand analytical tradecraft, intelligence analysis, and related technical topics, relationship management, project, and program management skills.

  • Work with a team of people to develop unique, creative solutions for difficult problems of extreme importance to US national security. The incumbent will work in a diverse group of staff in support of multiple government agencies. Work will be collaborative with DOE Headquarters staff, other federal agencies, and other National Laboratories.

  • Demonstrated ability to work cooperatively with subject matter experts (SME) to develop products. Must have the ability to partner with individual SMEs and teams of various technical abilities to explain image observables and document the findings in informal reports, formal reports, and presentations.

  • Leverage networks at the laboratory level, as well as a national level, and effectively team with others to optimize research at the group and division level.

  • Contribute to proposals, embrace quality, safety, and security expectations.

  • Work with non-sensitive, sensitive, and classified information as appropriate for individual projects and the incumbent should demonstrate an ability to manage sensitive business situations and influence positive outcomes. The person in this position must recognize and accept that they will be working in technical areas associated with the National Security of the United States.

Qualifications

Minimum Qualifications:

  • BS/BA and 7 years of relevant experience -OR-

  • MS/MA or higher and 5 years of relevant experience

Preferred Qualifications:

  • Active Q/SCI Clearance with polygraph

  • Experience shall include progressively higher levels of responsibility in analysis and analytic management roles.

  • Demonstrated experience presenting research to customers in the intelligence community.

  • Provide analytical tradecraft expertise and intelligence analysis to create publishable products to advance the frontiers of science and address some of the most challenging problems in national security, energy, and the environment.

  • Demonstrated understanding of the US intelligence organizations and roles.

  • Demonstrated experience applying Intelligence Community Directives pertaining to collection and disseminated all-source intelligence analysis.

  • Knowledge of qualitative and quantitative techniques to assess performance.

  • Demonstrated experience designing and teaching theory and practice of all-source analysis, analytical tradecraft, intelligence Community Directives, and structured analytic techniques.

This position requires the ability to obtain and maintain a federal security clearance.

Requirements:

  • Background Investigation: Applicants selected will be subject to a federal background investigation and must meet eligibility requirements for access to classified matter in accordance 10 CFR 710, Appendix B.

*Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).

Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated.

Testing Designated Position

This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.

In accordance with Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, new employees are required to obtain and maintain a HSPD-12 Personal Identity Verification (PIV) Credential. To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.

Mandatory Requirements

Please be aware that the Department of Energy (DOE) prohibits DOE employees and contractors from having any affiliation with the foreign government of a country DOE has identified as a “country of risk” without explicit approval by DOE and Battelle.
