Job Description

The duties of the daily works shall include, but shall not be limited to the following:

  1. To be responsible to the ESP or his Representatives for the supervision of construction works assigned to him and carry out duties of an Inspector of Works as detailed in the HD's site inspection guides (i.e. DEI, DFI, etc.).

  2. Manage and monitor the site activities conforming to the Client's Requirements and the Specification, HD's site inspection guides (i.e. DEI, DFI, etc.), relevant statutory requirements and Code of Practices as specified by the ESP or his Representatives.

  3. Check Contractor's setting out of all elements. Carry out routine inspections of foundation works and check for conformity with the Client's Requirements, approved design, drawings, Specification and Contract requirements. Report to the ESP or his Representatives on all unsatisfactory works.

  4. Attend the Contractor's progress meetings and any meetings as required and as directed by the Contract Manager or his Representatives. Attend all site meetings, site inspections, site audits and take follow up the corrective action on non-compliance works.

  5. Monitor progress of works on Site against approved programme. Maintain site record including site record books and submit monthly returns to the concerned parties as required. Check and update the daily labour strength (including Qualified Tradesmen & Intermediate Tradesmen) and report immediately on any deficiency.

  6. Submit site progress, technical, accident and special reports to ESP or his Representatives as required.

  7. Liaise with the ESP on all site matters. Liaise and co-ordinate with relevant government departments and utility undertakings for works on Site as required.

  8. Check samples and related documents against Contract requirements and make comment to project team members. Keep approved samples in lockable and appropriate storage, and check against the materials delivered to Site against compliance against Contract requirements.

  9. Check, inspect and report the installed materials, plant and equipment on acceptable workmanship, drawing approvals, installation requirements, and compliance with Contract requirements. Maintain site inspection records on Site.

  10. Monitor all environmental, health and safety aspects of the Contractors' works. Report all non-compliance of safety procedures immediately to the Contractor's representative, and record in the site record book. Attend weekly safety, environmental and site hygiene walk with Contractor's relevant staffs and supervise the rectification works as spotted.

  11. Assist in carrying out site measurements and tests. Witness on-site and off-site tests as required by the Contract and record the results in the site record book.

  12. Arrange and attend all pre-handover and handover inspections with relevant parties, including inspections by FSD, statutory parties, utilities services, users, clients' departments, maintenance agents, etc.

  13. Carry out inspection of defects and outstanding works at completion of the Works or any Section thereof. Report to the ESP and his Representatives concerning the rectification of defects by the Contractor during the Maintenance Period.

  14. Return all of the above site records and files as required by the Contract Manager or his Representatives upon completion of piling works.

  15. Assist in vetting the Environmental Management Plan (EMP) submitted by the Contractor, and carry out inspections according to the EMP, and compile inspection reports.

  16. Check site safety, security and environmental protection measures performed by the Contractor and report non-conformities. Check the requirements under the Housing Authority ‘Site Safety Manual” and relevant statutory parties are complied with. Report all non-compliance of safety procedures immediately to the Contractor's representative, and record in the site record book. Follow up on deficiencies with immediate danger.

  17. Monitor and report immediately any unavailable technical approvals, including drawings before the inspections of works to be covered up.

  18. Assist in preparing Supervision Plan according to Code of Practice for Site Supervision and Technical Memorandum for Supervision Plans published by the Buildings Department.

  19. Conduct site supervision, inspection and checking in accordance with the duties and frequency set out in the Supervision Plan prepared under the Code of Practice for Site Supervision and Technical Memorandum for Supervision Plans published by the Buildings Department. Check that foundation works are carried out in line with the provisions as stipulated in the Buildings Ordinance, other regulations, plans approved by Independent Checking Unit (ICU) and/or any requirements and conditions imposed by the ICU. Check the adherence of the method statements and temporary works shown on the prescribed plans. Keep records and prepare site supervision reports for submission concerning the work of TCP. Compile and prepare non-conformity reports to the ICU and coordinate and communicate with the TCPs of other streams.

  20. To work with Direct Testing Contractor (DTC) and Material Testing Management Unit (MTMU) for construction materials and works quality testing. Monitor DTC's performance and check interim and final payment statements and witness tests as necessary.

  21. Carry out such other duties as directed by the Contract Manager or his representative.

Qualifications

  1. Higher Diploma or Higher Certificate in Civil Engineering, Structural Engineering or Geotechnical Engineering or equivalent

  2. Met the language proficiency requirements of Level 2 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (DSEE) or Hong Kong Certificate of Education Examination (HKCEE)

  3. At least 10 years site experience in site supervision including 6 years of relevant post-qualification experience in the capacity of the inspector of works

  4. Attended required Occupation Safety and Health Management Course; Basic Accident Prevention Course (to be clarified); Construction Industry Safety Card Course (Green Card); and Certified Worker Training Course for Confined Spaces.
